The National Development and Reform Commission held a press conference on the 19th to interpret the hot issues in the current economic operation.

Positive factors in economic performance continue to increase

National Development and Reform Commission spokesman Li Chao said that in September, a number of China's economic indicators marginal improvement, in October, the main economic indicators further improved, the economic operation of the positive factors continue to increase. With the continuous effectiveness of stock policies, the effective implementation of incremental policies, and the continuous release of policy combination effects, the economic operation in November and December is expected to continue to pick up since October.

Looking forward to 2025, Li Chao analyzed that from the perspective of development momentum, market space and policy support, there are still many favorable conditions and supporting factors for China's economic development. At the same time, we have sufficient policy space and a rich policy reserve. We have continued to improve precision regulation and counter-cyclical regulation tools. We have continued to improve the consistency of our macro policies. The basic trend of China's economic recovery and long-term improvement remains unchanged, and we have full confidence in this.

We will continue to increase support for the "two innovations" and expand the scope of support

Large-scale equipment replacement and consumer goods trade-in (" two new ") have attracted much attention. From the data point of view, consumer goods to replace the old policy to promote the sales of home appliances continue to pick up, in October, home appliances and audio and video equipment sales increased by nearly 40%. The "two new" policies work together from both ends of supply and demand to promote a virtuous cycle of mutual promotion of investment and consumption. In the first 10 months, the national investment in the purchase of equipment and appliances increased by 16.1% year-on-year, contributing more than 60% to the investment growth.

Li Chao introduced that in the next step, the National Development and Reform Commission will continue to strengthen the supervision of the whole chain of funds and promote the project to form a physical workload as soon as possible; We will continue to optimize the consumer market environment and strictly investigate such behaviors as "price increase before discount" and "false discount" according to law. To study and propose policies and measures to continue to increase support and expand the scope of support in the future, and to be publicly released in due course after the implementation of relevant procedures.

Promote solutions to the problems and demands of private enterprises

Since the beginning of this year, the National Development and Reform Commission, together with relevant parties, has improved the normal communication and problem solving mechanism between development and reform departments at the national, provincial, city and county levels and private enterprises, and the main person in charge of the National Development and Reform Commission has presided over six private entrepreneurs' symposia to fully listen to the opinions and suggestions of private enterprises. By the end of October, the National Development and Reform Commission had received 1,234 requests from private enterprises through various channels, and 696 had been completed.

"The positive factors for the development of the private economy continue to increase." Li Chao introduced that from the investment point of view, private investment in the real economy has maintained a good growth momentum. From the perspective of foreign trade, the import and export of private enterprises denominated in RMB increased by 9.3% year-on-year in the first 10 months. From the perspective of market vitality, the potential of market consumption is accelerating, for example, the growth of online retail, which accounts for a relatively high proportion of private economy, has accelerated significantly.

The National Development and Reform Commission will continue to work with relevant parties to take more practical measures, make greater efforts to support private enterprises to participate in the construction of major national projects, improve the financing support policies and systems for private enterprises, and actively create a social atmosphere that cares about and supports the development of the private economy. Continue to give full play to the role of multi-level and normal communication mechanisms with private enterprises, help solve problems in development, and strive to make private enterprises feel good.

Speed up cracking market access "glass door", "revolving door", "spring door"

Recently, the National Development and Reform Commission, together with relevant parties, carried out the 7th batch of investigations and clearing of violations of the negative list of market access, and publicly notified 10 typical cases. For example, in the bidding of a certain project, restrictions on the participation of small-scale construction enterprises in the bidding, illegal requirements for bidding enterprises must be registered in the local registration, the establishment of local branches, preventing the equal access of business entities in accordance with the law. Another example is the illegal addition of wind energy resource development and operation access conditions in a certain place, requiring private enterprises to bind state-owned enterprises to jointly participate in wind farm resource development, which is a typical setting of market access barriers.

Li Chao introduced that the problems involved in these cases have been corrected in a timely manner. The National Development and Reform Commission established a collection and notification system for negative list cases violating market access in 2021, and so far, 115 cases in 7 batches have been publicly notified for rectification. At the same time of solving individual problems, it effectively promoted the breaking of a number of illegal entry barriers that increased conditions, raised thresholds, and increased costs, and played the effect of "informing a case and standardizing a field."

The National Development and Reform Commission will discover, rectify and notify local violations of the market access system, accelerate the cracking of all kinds of market access "glass doors", "revolving doors" and "spring doors", and create a more just and transparent access environment according to law and regulations.
